APPLICANT REQUESTS THAT:
His Date of Rank (DOR) to the rank of Airman First Class (A1C,
E-3) be changed to 28 February 2013.
APPLICANT CONTENDS THAT:
His enlistment documents reflect his enlistment pay grade as E-
2, not E-1. Therefore his DOR to the rank of A1C should be
28 February 2013.
In support of his request, the applicant provides copies of his
DD Form 4, Enlistment/Reenlistment Document Armed Forces of
the United States and DD Form 1966, Record of Military
Processing Armed Forces of the United States.

STATEMENT OF FACTS:
On 30 August 2011, via DD Form 4, the applicant agreed that he
would enlist in the Air Force Reserve for six years, in the pay
grade of E-1.
On 8 November 2011, the applicants DD Form 4 and DD Form
1966 were corrected to reflect he entered the Air Force in the
pay grade of E-2. The applicant acknowledged I understand that
I am enlisting in the grade of E-2 with Stripes for Education.
On 3 September 2012, the applicant began Initial Active Duty
Training (IADT).
AIR FORCE EVALUATION:
AFRC/A1K recommends approval. Based on the corrected enlistment
documents, on 3 September 2012, the applicant should have
entered IADT in the rank of Airman (Amn, E-2), with the Time-in-
Grade (TIG) effective as of that date. Upon completion of Basic
Military Training and six months TIG in the rank of Amn,
accompanied by a recommendation by the promotion authority, the
applicant would have been eligible for promotion the rank of A1C
on 3 March 2013. Therefore, based on the corrected DD Form 4,
his request meets the basic requirement for correction of his
promotion history.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
On 17 October 2013, a copy of the Air Force evaluation was
forwarded to the applicant for review and comment within
30 days. As of this date, no response has been received by this
office (Exhibit D).
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice to warrant
partial relief. While the applicant requests that his DOR to
the rank of A1C be changed to 28 February 2013, we agree with
the opinion and recommendation of the Air Force office of
primary responsibility that his DOR and Promotion Effective Date
(PED) should be changed to 3 March 2013. Accordingly, we
recommend his records be corrected as set forth below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that:
a. Any references to the pay grade of E-1 be deleted from
his promotion history.
b. He was promoted to the reserve grade of Amn with a DOR
and a Promotion Effective Date (PED) of 3 September 2012.
c. He was promoted to the reserve grade of A1C, with a DOR
and a PED of 3 March 2013.

His date of rank (DOR) and effective date of promotion is 1 December 2011. Upon completing the Article 15 punishment action, the applicant became eligible for promotion the following day to the rank of Airman, (E-2). Based on documentation, (AF Form 3070A), provided, the request to adjust the applicant’s promotion eligibility date (PED) and Date of Rank (DOR) meets the basic requirements for correction of his promotion history to 23 June 2011 versus 1 July 2011, his requested date.
